1.1 Village of Cadonicus will be governed by an Administrator and High Council. The High Council will consist of every man of high caste, and the merchant caste.
Voting Members consist of;

All Heads of Caste & Acting Heads of Caste where no Head of Caste is present. Inc women.

--Women of the above castes excluding AHoC and HOC of the physicians, and Residents not sworn to the Home Stone of Village of Cadonicus
1.2 - When the City is under an Administrator the Administrator can veto any motion.
A. If the head of high caste can not make an appearance to vote they may choose a proxy to cast a vote for them.
C. All Citizens of the City can attend and voice their opinions (Inc women) - Only the above stated will be allowed to cast a vote.
D. Only citizens that attended the discussion meeting will be able to caste a vote on the discussed topic. (If you are not part of the Roleplay you cannot vote.)
2.1 Citizenship is granted upon the sworn oath of loyalty to the home stone of Village of Cadonicus
2.2 All citizens and non-citizen within the walls of Ti shall obey all laws set forth by the governing bodies
2.3 All persons seeking citizenship shall register with their prospective caste leaders. ((If no head of caste is available the Administrator can register you.))
2.4 Head of caste shall ensure that all members of their caste adhere to sections 2.1 and 2.2 of these articles.
2.5 Non-citizens are responsible for their own safety and are not protected under this law.
2.6 Only the Administrator may banish a citizen. This may be presented to high council for vote
3.1 Punishments and legal determinations will be the sole authority of the Magistrate's office.
A. Major crimes and punishments may only be determined by a magistrate.
B. Minor crimes may be handled by Praetors
C. For this section a Major crime is considered any crime with a punishment beyond a fine.
3.2 Arrest warrants may only be issued by Magistrates or Praetors and shall be carried out by the caste of warriors. Any citizen may enforce an arrest warrant.
3.3 No citizen or free person may aid in the escape, conceal the location of, or in any other way assist another who a valid arrest warrant has been issued and is known to the person.
3.4 Praetors are members of the caste of warriors. Praetors shall report all incidents to the office of the Magistrate.
3.5 Any citizen may be called as a witness in a proceeding or during an investigation.
A. Any free who conceals a crime, aids in concealment of a crime, conceals evidence, aids in concealing evidence, or causes another or a slave to do so is guilty of being an accessory to the crime.
B. Any free who knowingly gives false testimony or presents false evidence during a trial is guilty of Perjury.
3.6 Citizens who wish to appeal a decision may do so by verbally informing the Magistrate's office of this.
A. If the appealed decision involves a fine or punishment the citizen will be confined to a cell until the appeal is decided.
B. The Administrator and high council must be informed of appeals of Magistrate rulings and they may be reviewed or rejected by the high council or Administrator at their discretion.
C. Appeals of Praetor rulings may be reviewed or rejected by the High Magistrate.
3.7 - The testimony of slaves can be taken under torture and maybe used as valid evidence in court. As torturers from Turia are not readily available, any male citizen of Village of Cadonicus is able to torture a slave if a scribe is in presence and a magistrate has requested the slave be tortured for questioning.
3.8 - Village of Cadonicus does not recognize the laws of other cities, nor does it authorize the execution of arrest warrants or collection of debts of other cities unless said city has a written "extradition treaty" with Village of Cadonicus that has been agreed upon by city officials and the High Council. Cities with extradition treaties must notify local authorities before attempting to execute any warrant within the city or its territories.
4.1 Treason - No person shall
A. Falsely claiming to be of a Caste
B. Forge papers
C. Aid enemies of Village of Cadonicus
D. Make maps of Village of Cadonicus without approval of the Commander or Administrator.
E. Sell information about Village of Cadonicus to others
F. Spy on the citizens of Village of Cadonicus
G. Overtly take actions meant to hinder or overthrow the lawful governing body of Village of Cadonicus
4.2 Murder and Attempted Murder - No person shall cause the death or serious bodily injury to another without explicit authority, or sentence to do such unless death is the result of an accepted challenge in which case the death is not legally considered murder.
4.3 Theft or destruction of property - No person shall unlawfully take or destroy property of another without permission from whom they belong.
4.4 Face stripping - No person shall face strip a Free Woman when not given the explicit authority to do such by a court order, or her companion.
4.5 Disobedience of lawful authority - No person shall disobey a city official when they give an order in any official capacity.
4.6 Assault - It is unlawful to physically assault on a citizen of the city
4.7 Forgery - A person is guilty of forgery if he makes a false instrument, with the intention that he or another shall use it to induce somebody to accept it as genuine. This includes but is not limited to the seal and signature of another person, any official caste, or city official or legal document without lawful authority to do so.
4.8 Arson - No person shall set fire or cause a fire to be set upon property they do not have legal authority to burn.
4.9 Criminal Liability - The person who owns a slave at the time of the crime is liable for the damages or laws broken by his or her slave, and will be held accountable in the eyes of the law.
4.10 False Accusations - Any citizen, or resident that falsely accuses another citizen or resident of a crime may be subject to penalties including fines, imprisonment, enslavement, or impalement.
4.11 Kidnapping - No person shall abduct any citizen or resident against their will.
4.12 False Imprisonment - No person shall keep a citizen or resident locked inside a building, cage, or other structure, with or without physical restraints, without the proper authority of the law or a Magistrate's order. The only exception is if the citizen or resident is a danger to themselves or others and must be held until a suitable guardian or Magistrate can be found. The guardian or Magistrate must be informed as soon as possible.
4.13 Bribery - The act of offering anyone payment, services, or goods to falsely testify, to obtain unfair influence over the actions of another, or to neglect their duties as a citizen, resident, or city official.
4.14 Accepting a Bribe - The act of accepting from anyone payment, services, or goods to falsely testify, to obtain unfair influence over the actions of another, or to neglect their duties as a citizen, resident, or city official
4.15 Breaking & Entering - Forcing your way into someone’s private property without permission of a Magistrate or a signed search warrant. The only exception is for warriors/defenders in pursuit of a criminal or when there is reasonable evidence of danger inside the property.
4.16 Resisting Arrest - Any person who flees after a valid arrest order signed by the High Magistrate or an appointed official may be charged with resisting arrest. Any person who refuses to halt or flees after a Warrior has issued a command to halt or attempted to apprehend an individual, with or without a signed warrant.
4.17 Male Face Covering - Only men proven to be of the Clan of Torturers, or those with a valid unhealed facial wound as evidenced by documentation provided by a Village of Cadonicus physician, will be allowed to obscure their faces in the city of Village of Cadonicus They will be allowed one chance to remove the face covering with a verbal warning.
5.1 Free Women who act in a slave-like manner will be enslaved.
Reasons for enslavement will include:
A. Slave-like Behavior:
B. Behaving, speaking, or dressing in such a way that is not indicative of a Free Woman
C. Kneeling in a slave's kneel to a man voluntarily
D. Submission to any Man, or addressing a man as their Master
E. Signed Free Companionship Contract explaining how the companion may be enslaved or any officially documented contractual enslavement as recorded by a scribe.
F. No existing manumission papers brought forth after finding slave papers, pierced ears or a brand
G. Attempting to, or succeeding in couching another Gorean’s slave.
5.2 Debt - If a Gorean man lands himself with debt he cannot repay, his daughter will be sold to satisfy the debt. If a Gorean woman finds herself with debt she cannot repay, she will be enslaved and sold to slavers, or enslaved to the man who pays her debt. **Please refer to article 7.2 for contract slavery.
5.3 Free women not residents/citizens of the Village of Cadonicus are not protected under the law and could be collared without repercussions unless are registered with one of Village of Cadonicus Castes or awaiting a Home Stone Swearing ceremony.
5.4 Women from Earth without proper manumission papers to show are otherwise Free, are to be enslaved.
5.5 Once one has become enslaved, their property is transferred to the nearest male relative. If there is no male relative, then to next of kin. If there is no next of kin, then property will be transferred to the person that enslaved them.
5.6 Those of the Players/Musicians caste are immune from enslavement where Ti laws extend.
5.7 If an owner of a slave dies, the slave will go to their registered heirs, and if no heirs, they will be considered abandoned without the one hand delay
5.8 Slaves are considered abandoned after a period of one hand(5days) without witnesses having seen their owner.
All slaves apprehended in the city of Village of Cadonicus are considered property of Village of Cadonicus and are to be taken to the Village of Cadonicus Administrator's Kennels for processing.
All slaves considered abandoned must be held in the Administrator's kennels for 7 days. During this time the previous owner may reclaim them.
C. If the slave is being held by the kennels for longer than 1 day and their owner comes to collect them, reasonable compensation is due to the kennels for their care.
6.1 Scales, weights, and measures must meet the standardized criteria
A. Trade Fraud - No person shall alter weights, and stones
B. Trade Fraud - No person shall fabricate, or falsify bills of sale, or pedigree papers on slaves
6.2 Taxes - Citizens must pay taxes when taxation is implemented by the high council in such cases Merchants/ Magistrates will enforce taxes and keep record of them.
6.3 Officials of the Merchants caste appointed by the head of caste, may request your business be registered with the caste of merchants. Business owners need not be of the merchants caste but when requested, stores or stalls that are not registered and continue to operate, will be fined and the stall/store along with the goods, will be confiscated. Maximum fine of 50 silver.
7.1 Women are not required by law to wear veils or head scarves, except in council chambers where veils MUST be worn. Veils are traditional attire, and Women must be prepared for whatever consequences follow leaving their house without these items. Free woman attire must cover the entire torso, legs, and arms.
7.2 Contract Submission - Women may choose to do a contract submission wherein they will only be submitted to slavery for a time specified in a contract. The Woman in contract slavery cannot end the contract before the term expires. Once the contract ends, they return to their Free status.
7.3 A Free Woman may submit to any man, or kennel they so choose. **See Article 7.10 for capture laws
7.4 Children born from a companionship will take the caste of their Father unless otherwise stated in an individual's contract.
7.5 Free Women will not be enslaved for insulting, or disrespecting a man, they may however be gagged or bound or otherwise punished. Be aware a Free Womans family or companion may rightly take issue with this.
7.6 Companionships will last for one full year Gorean year (3 RL months)
7.7 In the event of a Free Woman's death, her property transfers to her companion. If no companion, then to the nearest male relative, or son. If no male relative, then to her daughters. If no daughters, then to the city.
7.8 In the event of a male citizen's death, his property transfers according to his recorded will of intent. If no will is on file, his property transfers to his eldest male child. If no male child, then to another male relative. If no male relatives, to the companion or daughter. If no companion or daughter, then to the city.
7.9 Free women can own property, if companioned they need their companion’s approval.
7.10 If a Free Woman has submitted to a man and the man refuses, she must still then become a slave and subject to capture by whoever collars her first.
8.1 All citizens must be a member of a caste
8.2 No slave may have a caste
8.3 Castes can be changed either by Free Companionship when a woman takes the caste of her Companion, or if the heads of both caste agree formally with signed and sealed documentation that is recorded with a scribe. Absent a head of caste, a Magistrate or an Administrator can act as proxy for their current HoC. (In either circumstance both HoC’s need to agree)
8.4 Heads of Castes/ acting heads of caste are responsible for the governance of their own caste.
9.1 Signs, banners, and all forms of imagery/writing that is posted on city owned spaces must be approved by the Village of Cadonicus Caste of Builders beforehand.
9.2 Permits for posting of signs, banners, etcetera, may or may not indicate the number of total articles that may be posted throughout the city and how long they may be posted for. Any articles related to their respective owner/permit that exceeds the set article limit and/or time limit will result in additive fines or punishments.
9.3 Physically altering the structure (interior or exterior) of any public building must be approved by the Village of Cadonicus Caste of Builders beforehand.
9.4 Permits for construction are issued to ensure that the work to be done does not pose any dangers to Village of Cadonicus citizens or the infrastructure of any building or the City as a whole. Any construction that is done outside of the defined area.
10.1 City Law only protects citizens within the city walls. Once you pass outside the city gate you are NO longer protected by the laws of the city.
10.2 Panthers & Outlaws will NOT be permitted in the City and are to be arrested on sight.
10.3 Travel at your own risk. Free women should travel with a guard.
10.4 Members of Players, and Entertainer caste Plus marked Ambassadors are free to come and go from the city.
10.5 Marked members of the Black Caste can not be stopped from entering the city or from pursuing the caste work until they draw a weapon to attack.
